
Children’s Rescue Outreach International Inc is a 501(c)(3) organization based in Texas, United States. We support orphans, abandoned children, and widows worldwide by providing nutrition, education, housing, vocational training, healthcare, and emotional and spiritual care.

Children’s Rescue Outreach International was founded in 2004, inspired by Lucy Roberts’ visit to Liberia in 1998 after the Liberian civil war, which resulted in approximately 200,000 casualties. During her stay, Ms. Roberts identified significant needs within the population, particularly among women and children living in extreme poverty. Drawing from her personal experience as an orphan in Liberia, she was deeply motivated to prevent other children from facing similar hardships. She met with local churches, Mr. Alexander Clark—founder of the Children’s Rescue Center in Mount Barclay—and women in Owensgrove, Liberia, Lucy encouraged them to engaged in the support of widows and children. Upon returning to the United States, she discussed the situation in Liberia with her pastor, Ray Hampton, and together they initiated fundraising efforts through local churches and her beauty salon.
Initially, the organization concentrated on implementing feeding programs. Over time, it became apparent that comprehensive empowerment of orphans and vulnerable children was essential. Consequently, Children’s Rescue Outreach International expanded its focus to include the construction of orphanage facilities—such as dormitories, a school, a clinic, and a church—as well as the provision of food distribution services for widows.

Our mission is to break the cycle of poverty and restore self-esteem for orphans, abandoned children, and widows by providing essential support in nutrition, education, safe housing, skills training, healthcare, and emotional and spiritual care. We strive to empower individuals to reclaim their dignity and reach their full potential in supportive, nurturing environments, building brighter futures for themselves and their communities.

Our vision is to create communities where children and widows are not only free from poverty, but empowered to flourish—nurtured with opportunities for education, health, safety, and personal growth. We are dedicated to building a future where no one is left behind, and every individual can reclaim their self-worth, pursue their dreams, and contribute meaningfully to society.

Lucy Roberts is the chairperson and founder of Children's Rescue Outreach International. She holds a degree in secretarial science from Monrovia, Liberia, and is a former executive secretary for both the Agriculture Women Workers and the Federation Department Women Workers in Liberia. Additionally, she is a retired cosmetologist and former business owner in the USA.

Stacey Aucoin is Co-Chairperson of Children’s Rescue Outreach International, a former technical sales representative, a leader in a local Deaf ministry, and is currently self-employed.

Paola Larmouth serves as Secretary for Children's Rescue Outreach International. She holds a degree in Marketing and Economics, and currently works as a Financial Specialist.

Daniel C. Williams is the Treasurer of Children's Rescue Outreach International. He holds a BA in Labor Education and Labor Studies, is a retired Trach School Administrator with thirty years of service and is an ordained minister.

Rebecca Mabel Haggen serves as Mission Director for Children's Rescue Outreach International. She holds a degree in family nursing and is employed as a nurse practitioner.

David Lincoln is the Project Manager at Children's Rescue Outreach International. He has a degree in biomedical sciences and currently works as a biomedical equipment professional.

Frieda Fonteno serves as Assistant Project Manager at Children's Rescue Outreach International and works as a corporate recruiter.

Hawa Keller serves as the Fundraising Manager at Children's Rescue Outreach International. She holds degrees in Chemistry and Chemical Engineering and works in the field of Chemical Engineering.

Daniel Reeves is officer for Children's Rescue Outreach International. Daniel holds a master's in divinity and education, a doctorate in ministry, and serves as Director of Youth and Family.
